A Pre-Start-Up Safety Review is intended to ensure that equipment has been constructed and installed in accordance with the design intent and meets company and regulatory requirements

Hazardous materials shall not be introduced into a process until a Pre-Start-Up Safety Review has been completed –

  • Defined as hazardous by legislation / regulations
  • Toxins (poisonous to humans, animals, plant life)
  • Eco-toxins (harmful to air, water or soil)
  • Bio-hazardous materials
  • Flammable and explosive materials
  • Compressed gases
  • Reactive, radioactive and corrosive materials
  1. The plant / unit has been constructed in accordance with the design intent
  2. Actions from relevant PHAs have been completed and implemented
  3. All operating, maintenance and emergency procedures are in place and meet Operating Procedures
  4. All personnel affected by any change have received training
  5. No potential issues have been missed or introduced by the design or construction process
